Well-known config locations probed in order when AV_CONFIG is unset.
Project-local files (current directory) beat the per-user file the
avctl setup wizard writes (see user_config_path).
Note: config/harness.example.toml is deliberately NOT in this list.
The example config is a template intended to be copied to a real
agentvisor.toml or config/harness.toml; auto-discovering it from
a working checkout silently defeats the wizard-written per-user file
(developers who ran avctl init still saw the example’s settings
because the example outranked the wizard file).
